The zone in which a plot of land is classified according to the development plan, particularly in terms of its constructability, is a parameter that needs to be checked. Before buying a plot of land, you need to make sure that it meets your expectations. This is no easy task, even for the owner. In this article, we show you how to determine the planning vocation of a plot of land, free of charge!

What are the planning documents?

A- Urban development master plan (SDAU):

The master plan for urban development applies to a territory whose development must be the subject of a comprehensive study, given the economic, commercial and social interdependence of the various components of this territory. For a period not exceeding 25 years, the master plan for urban development plans the general organization of urban development in the area to which it applies.

B- Zoning plan (PZ) :

The purpose of the zoning plan is to enable the administration and local authorities to take the necessary precautionary measures to prepare the development plan and preserve the guidelines of the urban development master plan.


C-plan d'aménagement (PA) :


The layout plan is drawn up :

  • for all or part of one of the territories designated in the first paragraph of article 1 of law no. 12-90.

However, a development plan may only be drawn up for part of an urban planning group if the said group has an urban development master plan;

  • for all or part of the territory of one or more rural communes, with a specific vocation such as tourism, industry or mining.

D-Rural Agglomeration Development Plan (PDAR) :

The purpose of the development plan is to define :

1°)- areas reserved for farmers' housing including the installation of farm buildings;

2°)- zones reserved for non-agricultural housing, commerce, crafts and industry;

3°)- areas where construction is prohibited;

4°)- the layout of the main roads;

5°)- areas reserved for public squares, open spaces and plantations;

 6°)- areas reserved for public buildings and services, as well as for social facilities, in particular souks and their annexes.

The 4 main land classification zones in a development plan

1 - Urban zone

This type of location is highly recommended for a project to sell and build to a property developer. Land that can be classified in an urban zone is located in already urbanized areas and in areas where existing or planned public facilities have sufficient capacity to serve the constructions to be built.

2 - Business park

Business parks are an essential complement to residential areas, and can accommodate industrial, craft, service, commercial, teaching and research activities, as well as hotels.

3 - Agricultural zone

This zone comprises all land used strictly for agricultural purposes. It comprises plots of land on which housing for farmers and ancillary buildings essential to farming operations can be built, in accordance with the standards in force for this zoning.
This is an area in which agriculture warrants special protection. The purpose of this protection is to preserve the agricultural character of the area.

4 - Area under land surveillance

This is an unequipped zone intended for future expansion of the urban area. This zone can only be developed once a sectoral development plan has been approved for the entire area and the infrastructure has been built.

In the meantime, any diffuse urbanization, even at very low density, is forbidden in order not to compromise its future development. Any construction or subdivision of any kind whatsoever is forbidden in this zone before it is opened to urbanization.

How can I find out the classification zone for my property?

1 - Paying option

To find out in which zone your land is officially located, you need to consult the information note. On request, the urban planning agency will provide you with an urban planning information note specifying the use that can be made of a property in application of the urban planning documents in force.

The urban planning information note indicates the following for the property in question:

  • The nature of the planning document: zoning plan, development plan or rural community development plan;
  • the main provisions of the relevant planning document, in particular the definition of the zone's use, prohibited uses, types of use subject to special conditions, maximum occupancy and use of the land, conditions for the siting of buildings in relation to dividing or adjoining boundaries, the siting of several buildings on the same property, the maximum height of buildings and access conditions for roads and parking lots.
  • The period of validity of the planning information memorandum corresponds to the period during which the legal effects deriving from the declaration of public utility under the planning document in force.

2 - Free "taamir" option

In 2021, Le Géoportail national des documents d'urbanisme www.taamir.gov.ma is now online. It can be accessed via smartphones, tablets and computers. This geoportal is being implemented by the Ministry of Regional Planning, Urban Development, Housing and Urban Policy to enhance the range of digital tools available to the Moroccan urban planning sector. Or you can find out unofficially in which zone your plot is located.
